PRE-DEPARTURE ORIENTATION SEMINAR &
PEER COUNSELING PROGRAM

Please be reminded that all Filipinos leaving the Philippines to settle permanently abroad are required to register with the Commission on Filipinos Overseas. One fo the registration requirements is attendance to the Pre-Departure Orientation Seminar (PDOS) to prepare emigrants for overseas settlement. Children of emigrants, aged 13 to 19 years old, are required to attend Peer Counseling Program.

A. PROCEDURES FOR RESERVATION

Registration an attendance in PDOS can be done by appointment, subject to availability of schedule:

a) Reservations through telephone (632-5631965 or 5618321 local 103) and
b) Reservations through e-mail: pdosreserve AT cfo.gov.ph (replace AT with @)

Applicants should provide the following information:
  • Registrant(s) name(s)
  • Age(s) of registrant(s)
  • Country of destination
  • Visa classification; and
  • Relationship with petitioner
Those who opt to register online, may access the CFO website, www.cfo.gov.ph, go to Reservation for Emigrant Registration and submit a completed reservation. Reservation is confirmed with the issuance of a reference number from CFO. Clients will receive this number online from pdosreserve AT cfo.gov.ph (replace AT with @).

B. SCHEDULE

PDOS SESSIONS (CFO Manila)

USA and other countries               Mondays to Fridays 10:00 a.m. & 2.00 p.m.
Canada                                         Mondays to Fridays 9:30 a.m. only

PEER COUNSELING                     Mondays to Fridays 10:00 a.m. & 2.00 p.m.


Registration and attendance in PDOS/Peer Counseling Program in Cebu is on a walk-in basis. Emigrants may call for registration requirements and schedule at the following contact details: (032) 255 5253.

Emigrants who are exempted from attending PDOS/Peer Counseling, and Filipino spouses or partners of foreign nationals who have completed the CFO Guidance and Counseling Program may register at CFO Manila or Cebu Office on walk-in basis between 8:00 a.m. to 5:00 p.m., Mondays through Fridays.

C. DOCUMENTARY REQUIREMENTS FOR REGISTRATION

The following are required for the registration of an emigrant:
  • Original valid passport
  • Original and photocopy of visa
  • One (1) 2x2 or passport-size photograph
  • One (1) valid identification card with photograph
  • Original and photocopy of Confirmation of Permanent Residence (for Canada-bound emigrants)
  • Original and photocopy of Immigrant Data Summary (for USA-bound emigrants)
  • Original and photocopy of letter of approval for Work to Residence visa (for New Zealand-bound emigrants)
  • Photocopy of employment contract (for migrant workers)
  • Duly completed registration form (downloadble at www.cfo.gov.ph)
  • Payment of PHP400.00 registration fee
  • Attendance in PDOS or peer counseling session

D. EXEMPTION FROM PDOS/PEER COUNSELING

Children, 12 years and below are exempt from attending the PDOS. They must, however, be registered even if by proxy. The following additional documents are required if the proxy is not the legal/natural/adoptive parent of the registrant:
  • One (1) valid identification card with photograph of the proxy
  • Special Power of Attorney (SPA) or notarized authorization letter from the parent/s or guardian/s authorizing the proxy to register the minor children.
The following emigrants are also exempt from attending the PDOS and registering in person with the CFO, provided that they are registered by a proxy:
  • Those who are 65 years old and above
  • Those incapacitated due to permanent or long-term ailments; and
  • Those with mental illness or psychiatric disability
In registration of the above emigrants, the proxy is required to present the following requirements in addition to the usual requirements:
  • Medical certificate/report (except those 65 years old and above)
  • Letter of authorization from the emigrant (if applicable to the case)
  • Original and photocopy of a valid identification card with photograph of the proxy
