Authentication of Documents
(Amendment of Procedure in Payment System)


Effective 13 November 2006, there will be no need to separately pay the New Zealand Department of Internal Affairs and the Ministry of Foreign Affairs for the authentication of documents at their end.

Therefore, the following authentication procedures shall be observed:
  • The legal document should be notarized by a New Zealand Notary Public. Fee charged by a Notary Public range from NZ$30.00 - NZ$50.00.
  • The duly notarized document should then be submitted to the Authentications Office of the New Zealand Department of Internal Affairs in Wellington (04-4702928), which will issue a certification on the notarial seal and signature of the Notary Public who certified the primary document. Payment of NZ$80.00 (to cover the Department of Internal Affairs charges and the Ministry of Foreign Affairs charges for the following procedure) may be made by cheque or money order made out to the Department of Internal Affairs or by providing Visa/MasterCard details.
  • The Certification of the Department of Internal Affairs, together with the primary document, shall thereafter be forwarded to the Consular Division of the New Zealand Ministry of Foreign Affairs and Trade (MFAT) in Wellington. This Office will further certify the certification issued by the Department of Internal Affairs.
  • After the NZ MFAT has authenticated the document, this should be forwarded to the Embassy of the Philippines for final authentication. The fee for the final authentication is NZ$35.00, in company or bank cheque, payable to the Embassy of the Philippines.

In sending the documents to the Philippine Embassy, applicants should provide a  pre-paid courier bag for the return of their papers.   

Please allow for processing time of 2-3 working days .

This amends the Advisory dated 30 June 2006.
